Remove this sensitivity option (custom defined sensitivity) from being displayed in Outlook. There is confusion that this is related to another function also called sensitivity (normal,personal,private,confidential) accessed via the tags option.

To actually access Sensitivity in Outlook:

Expand the Tags menu in the email compisition window:
